Environment Agency Pitsea and Benfleet, Cyclical Painting of Flood Barrier Defences

Overview

The Environment Agency contacted Anglia Decor to quote for cyclical painting works to their flood barrier defences at two sites in Pitsea and Benfleet, Essex. Both facilities are critical infrastructure sites that protect low-lying areas of South Essex from tidal flooding. The interior surfaces across both locations, including ceilings, walls, metalwork, and floors, had deteriorated through years of exposure to moisture and operational wear, and required a full programme of redecoration.

Preparation and Access

Anglia Decor compiled full risk assessments and method statements before commencing work at either site. Both locations presented specific challenges due to their operational function as flood defence installations, requiring close coordination with the Environment Agency to ensure works could proceed without affecting the readiness of the barrier systems. Our team of experienced painters spent two months over the winter of 2019–2020 completing the project across both sites.

Surface Treatment and Coating Systems

Walls throughout both facilities were stabilised using Zinsser primer to seal and bind any loose or chalky substrates before decoration. All wall surfaces were then finished in a hard-wearing, durable eggshell paint selected for its resistance to moisture and ease of cleaning in operational environments. Metalwork including railings, doors, and structural steelwork was prepared, primed, and decorated using appropriate metal coatings. The concrete floors at both sites were diamond-ground and coated with a durable resin floor coating to provide a hard-wearing, chemical-resistant surface suited to the operational demands of the facilities.

Results

Anglia Decor completed the project on time and within budget. The cyclical decoration programme brought both flood barrier facilities back to a high standard of finish, with the new coating systems expected to provide years of protection before the next scheduled maintenance cycle. The Environment Agency were satisfied with the quality of workmanship and the minimal disruption to their operational requirements throughout the project.
